The Incomplete Migration Trap

When NOT to Modernize
This is the section most modernization guides skip, and it is arguably the most important. Not every application should be modernized. Spending six months refactoring a system that works fine is waste, not progress.
Do Not Modernize When
- The system is stable and meeting business needs: If deployment frequency is acceptable, performance is adequate, and operational costs are reasonable, the ROI of modernization may be negative
- The application is scheduled for retirement: If a replacement is planned within 12-18 months, modernization effort is wasted. Invest in the replacement instead.
- The business domain is not well understood: Modernization requires clear service boundaries. If the team cannot articulate bounded contexts, any decomposition will produce arbitrary service boundaries that create more problems than they solve.

- Vendor replacement is more cost-effective: Sometimes replacing a legacy system with a commercial off-the-shelf (COTS) product or SaaS solution is faster, cheaper, and lower risk than custom modernization.
The “Retain and Contain” Strategy
For applications that should not be modernized but still interact with modern systems, we use a “retain and contain” approach. This involves wrapping the legacy system with a thin API layer and clear data contracts so it can participate in the modern ecosystem without being modified internally. The legacy system becomes a black box with a well-defined interface.
Building the Foundation: CI/CD and Observability
No modernization succeeds without the supporting infrastructure. Before extracting the first service, organizations need:
